This synopsis is issued for informational and planning purposes only. The Government Printing Office (GPO) is soliciting qualified companies with capabilities so as to design, develop, integrate, test, produce and prepare associated documentation, fabricate, integrate, test, provide logistic support, provide technical support, and provide warranty support for lamination and punching of polycarbonate and Teslin® film materials combined with an Ultra-High Frequency (UHF) Integrated Circuit, Contactless (ICC) inlay that once assembled realizes a functional contactless Radio-Frequency (RF) enabled card with government-specified security features. The GPO will supply certain materials for lamination; the Contractor shall obtain an ICC inlay that meets GPO specifications and shall perform the lamination and punch services. The GPO will specify the order of the card layers and the resultant card shall meet government performance and quality specifications for durability and functionality with a service life of five (5) years warranted by the contractor. The finished “blank” cards shall be transported to the GPO for subsequent electrical and graphical personalization via armored carrier. The GPO intends to develop additional personalizable card designs in the future to various specifications. The response date to this notice is January 21, 2009. This notice is neither a request for proposal nor a solicitation of offers. A determination by the Government not to complete this proposed effort on a full and open competition basis, based on responses to this notice, is solely within the discretion of the Government under the authority of MMAR Part 6.302-2. Concerns having the expertise and required capabilities to furnish an identical item are hereby requested to submit capability statement (ten (10) pages or less, Word 2003 or Adobe PDF format; (do not include Marketing literature) that addresses their ability to perform the service described above. This data must be sufficient to allow the GPO to evaluate the proposal relative to the above requirements. Concerns that respond to this notice must fully supply pertinent information in sufficient detail to demonstrate a bona-fide capability to meet the requirements. Additionally, include three (3) client references of constructing similar (at least 3 laminated film layers, RF-enabled, ID-1 card size) card products, company points of contact (POC) and GSA Schedule number (if applicable).
