This is a notice of intent to acquire Underground Solutions Inc (UGSI) fusible polyvinylchloride (PVC) sewer pipe to be used for the construction of the Central Vehicle Wash Facility, Schofield Barracks, Oahu, Hawaii. The Army intends to approve a justification to acquire UGSI fusible PVC sewer pipe to be used as required for the construction of the Central Vehicle Wash Facility located at Schofield Barracks, Oahu, Hawaii. The Army intends to incorporate the requirement for UGSI fusible PVC sewer pipe into the construction of the Central Vehicle Wash Facility located at Schofield Barracks, Oahu, Hawaii. A separate purchase for sewer pipe is neither intended nor forthcoming. The Directorate of Public Works requests to have UGSI fusible PVC sewer pipe for the construction of the Central Vehicle Wash Facility located at Schofield Barracks, Oahu, Hawaii. The request requires the use of UGSI fusible PVC pipe from a single manufacturer to facilitate consistency and compatibility with the newly installed pipe systems. The intent of the request is to utilize a monolithic, fully restrained, gasket-free and leak-free joints pipe system that provides 2x the flexibility of conventional bell-and-spigot pipe, eliminates the problems associated with spigot over-insertion, axial deflection, differential settlement, infiltration and ex-filtration as well as root intrusion, and has been preferred in seismically active areas. This enables US Army Garrison-HI to efficiently maintain the pipe system by lowering operation, maintenance and repair costs over the entire life of the system. Firms believing they have an alternate fusible PVC sewer pipe that can fully meet the fusible PVC sewer pipe standards of Underground Solutions Inc may submit a capabilities statement. The capability statement shall be submitted no later than 10:00 a.m. HST, on 15 November 2011 by email to Dayna Matsumura at
[email protected]. The statement shall include the following: a. Provide fully detailed specification sheets describing the alternate fusible PVC sewer pipe offered that are equal to and fully compatible with the UGSI fusible PVC sewer pipe, see attached pdf file. The specification sheets shall specify the manufacturer's name, address and country of manufacture. b. Provide a narrative, no longer than 5 pages, addressing how the alternate fusible PVC sewer pipe offered is fully comparable and compatible with the UGSI fusible PVC sewer pipe, as attached. For each of the standards listed in the attachment, provide an explanation of how your product will comply with and function in the same manner as the UGSI fusible PVC sewer pipe. Connections, fittings, and systems of the alternate product offered must be completely interchangeable with UGSI fusible PVC sewer pipe. The narrative shall also address the seamless connection of pipe lengths by the UGSI fusible PVC pipe without a bell or gasket of any kind incorporated into the piping system. The Government will not assume any costs for preparing or submitting information in response to this announcement.
