Construction. Envelope furnished under this description shall be made from an opaque water resistant material. The envelope shall has a Bursting Strength and Internal Tearing Resistance requirements of Table I. Envelopes shall be flat style, with a double safety fold. Each envelope shall be lightly scored 7/8 + 1/8 inch from, and parallel to, the open end to provide the first fold. Another scoring shall be made between 1 and 1 1/8 inches below and parallel to the first scoring to provide for a second fold. When the envelope is closed, the double safety fold shall be opposite the face or printed side of the envelope. Six holes, each with a diameter of 1/8 to 3/16 inch shall be centered along the side edges of the envelope, 3 on each side. They shall be located so that when the double safety fold is closed on the second lines, each set of 3 holes coincides to form, in effect, a single hole through each side of the double safety fold. A legend shall be printed on the front of the envelope in black letters, centered to within + 1/2 inch. Each letter shall not less 1/2 inch high. 2. Dimension. Dimensions of the envelopes shall be inside dimensions, exclusive of flaps, folds, seals, or attachment holes. The opening shall be along the shorter side. Dimensions shall be as specified, with a tolerance of + 1/8 inch. 4. Water Resistance Test. One envelope from each sample unit shall be tested for water resistance in accordance with ASTM D 951. Workmanship. Envelopes shall be uniformly constructed and free from pinholes, tears, cuts, sharp creases, or wrinkles. The legend shall be clearly legible and not smudged or otherwise marred. PRODUCT CONFORMANCE. The products provided shall meet the salient characteristics of this item description, conform to the producer's drawings, specification, standards and quality assurance practices and be the same product offered for sale in the commercial market. The government reserves the right to require proof of such conformance. PACKAGING/PACKING: One hundred (100) envelopes shall be packaged in accordance with normal commercial practice and packed to assure acceptance by common carrier and to provide product protection against loss or damage during multiple shipments, handling and storage. The shipping container shall be in compliance with the National Motor Freight Classification and the Uniform Freight Classification, and shall not be more that 51 pounds in weight. MARKING For civilian destinations - In accordance with FED-STD-123G, dated June 6, 1997. For military destinations - In accordance with MIL-STD-129P, dated December 15, 2002, and Change 3, dated October 29, 2004. Bar code marking shall be included for both civilian and military destinations. PALLETIZATION IN ACCORDANCE WITH PALLETIZATION REQUIREMENT, DATED 8/15/2004, UNLESS OTHERWISE INDICATED IN THE CONTRACT OR PURCHASE ORDER.
