This is a SOURCES SOUGHT NOTICE for the upcoming procurement for FSC 4240 / 8465 – Fire Shelters and Accessories. GSA Southwest Supply Center, Fire and Industrial Acquisition Division intends to issue a requirements contract solicitation for the proposed contract period of Date of Award through 1/31/10 with 4 one year option periods. Items to be procured are: NSN 4240-01-498-3184 – Shelter, Fire, M-2002 (regular size) NSN 4240-01-498-3194 – Shelter, Fire, M-2002 (Complete) (regular size) NSN 4240-01-527-5248 – Shelter, Fire, M-2002 (Complete) (large size) NSN 4240-01-529-8804 – Shelter, Fire, M-2002 (Large) NSN 8465-01-498-3190 – Case, Carrying, Fire Shelter, M-2002 NSN 8465-01-498-3191 – Liner, Carrying Case, Fire Shelter, M-2002 Items must be manufactured in STRICT accordance with the item purchase descriptions and applicable Forest Service Specifications and Drawings referenced within the item purchase descriptions. Delivery of these items will be to the GSA Depot located in French Camp, CA (S1). The contract will be for a requirements contract, firm fixed price for the base contract period and an Economic Price Adjustment clause will be applicable to the option periods. The solicitation will be issued approximately 8/11/08 or sooner and will be posted to the Federal Business Opportunities (FedBizOpps) website – http://www.fbo.gov. The closing date and time for submission of offers will be contained in the solicitation package at the time of issuance. FedBizOpps provides all downloading instructions regarding how to obtain a copy of the solicitation. All future information regarding this procurement, including solicitation amendments, if applicable, will be posted solely through the referenced website. Please note that in order to submit an offer for these items, manufacturers must be registered to ISO 9001, Quality Management Systems - Requirements, at the time of offer submission. Evidence of current ISO registration will be required as part of an offer submission. In addition, The Fire Shelter, the component laminated materials, the Fire Shelter Carrying Case and the Fire Shelter Carrying Case Liner shall be certified as being in compliance with Forest Service Specifications 5100-606B dated 1/25/08, 5100-607C dated 11/29/07, 5100-609A dated 11/27/07 and 5100-610A dated 1/25/08 by Underwriter’s Laboratory (UL). The awarded contractor for the Fire Shelter, Fire Shelter Carrying Case and the Fire Shelter Carrying Case Liner shall enter into an agreement with Underwriter’s Laboratory (UL) to certify compliance of the items to the applicable Forest Service Specifications and to monitor the continued quality of production. The agreements shall specifically include a follow-up program sufficient to verify continued adherence to the specifications of the contract. The contractor shall be responsible for these certifications. The manufacturer of the laminated materials shall initiate an agreement with Underwriter’s Laboratory (UL) to certify compliance of the laminate material to the applicable Forest Service Specification and to monitor the continued quality of the laminated material production. The agreement shall specifically include a follow up program sufficient to verify continued adherence to the specifications of the contract. The manufacturer of the laminated material shall be responsible for this certification. All components shall be verified by confirmation testing in production. Proof of such testing and the compliance to the requirements will be submitted with First Article submission and when requested thereafter. Currently a market survey is being uploaded to the FedBizOpps website and you are encouraged to review, complete and submit back. The survey contains item purchase descriptions for the items to be procured and comments received from the market survey will be valuable in the preparation of the upcoming solicitation. Again, please note that this is a sources sought notice and posting of a market survey to be used in the preparation of the upcoming solicitation – THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources (inclusive of 8(a) contractors, Hubzone, Veterans, Service Disabled Veterans and small businesses) are encouraged to respond to the market survey and may submit an offer which shall be considered by the agency.
