This Notice is for planning purposes only and is not a Request for Proposal or Request for Quotation or an obligation on the part of the National Institute of Standards and Technology (NIST) for conducting a follow-on acquisition. NIST does not intend to award a contract on the basis of this Notice, or otherwise pay for the information requested. No entitlement or payment of direct or indirect costs or charges by NIST will arise as a result of submission of responses to this Notice and NIST use of such information. In the absence of such identification, NIST will assume to have unlimited rights to all technical data in the information paper. NO SOLICITATION DOCUMENTS EXIST AT THIS TIME. Background: The National Institute of Standards & Technology (NIST) seeks information on contractors that are capable of preparing a custom lot of at least 2,000 kg of an infant formula/adult nutritional composite product and packaging of the material into 10 g units. This material will be used by NIST as a Standard Reference Material. Requirement: NIST is seeking information on contractors who can provide the following general requirements: • Provide approximately two thousand (2000) kilograms of powdered hybrid infant/adult nutritional formula. • Package must be stable for 10 to 15 years when stored at -80 °C. • Product must be prepared using a liquid or wet blending process, in which all ingredients are combined prior to spray drying • Fat-soluble vitamins must not be encapsulated in the final product. • Packaged in 10 g pouches that will withstand storage at -80 °C to maximize long-term stability. • Material must be packaged in the United States. • Provide analytical test results for concentration of each nutrient • Provide documentation that the cows producing the milk used to make the product provided to NIST are/were free from Bovine Spongiform Encephalopathy (BSE). • Provide documentation specifying the pasteurization process, including temperatures. • Shipped in such a way that the temperature of the product does not exceed 4 °C. Interested parties shall describe the capabilities of their organization as it relates to the services described above. NIST anticipates issuing a Request for Quotation in the second quarter of FY2019, and awarding a contract no later than the third quarter of FY2019. NIST is seeking responses from all responsible sources, including large and small businesses. The small business size standard associated with the NAICS code for this effort, 311514 is 750 employees. Please include your company's size classification and socio-economic status in any response to this notice. After results of this market research are obtained and analyzed, NIST may conduct a competitive procurement and subsequently award a contract.
