Information received will be used to determine the availability of technically capable and otherwise responsible small business firms that would be interested in submitting offers for this anticipated solicitation. This includes firms that are certified as HUBZone small business concerns and/or small disadvantaged business concerns under the 8(a) program in addition to service disabled veteran owned small business. The General Services Administration (GSA) Northeast and Caribbean Region (R2) is conducting a market survey for Construction Excellence for the Window Upgrade, Federico Degetau Federal Building and Clemete Ruiz Nazario U.S. Courthouse located at Carlos E. Chardon Avenue, Hato Rey, Puerto Rico The current Estimated Construction Cost for this anticipated requirement ranges from $5,000,000 to $10,000,000. The North American Industry Classification System (NAICS) code for this effort is 238350 and the Small Business Administration (SBA) size standard is $14.0 million dollars in annual receipts averaged over a concern's latest three (3) completed fiscal years. The estimated project construction duration is twelve (12) months after NTP. The Federico Degetau Federal Building and Clemente Ruiz Nazario U.S. Courthouse buildings are part of a 26 acre site in Hato Rey. Constructed in 1975, both buildings contain a total of roughly 460,000 gross square feet. The building includes a basement that houses mechanical systems, office space and storage, then six typical office levels and seventh level which has open areas for mechanical systems and cafeteria. The Clemente Ruiz Nazario U.S. Courthouse hoists the Untied States District Court for District of Puerto Rico. The Federico Degetau Federal Building houses number of federal agencies. This project will involve the replacement of all windows in both buildings with new blast resistant window system. Federal Building and Courthouse have over 33,000 SF of exterior wall fenestration. The existing windows are original to the building and show signs of significant deterioration. The scope of work will include, but not limited to: • Removal of all existing windows, frames and related hardware and accessories as show on drawings and replacement with new blast resistant window and fame assemblies as indicated on the drawings and as required by the technical specifications. • Temporary removal, relocations and reinstallation of existing furniture, furnishings and furniture systems as required for accessing the areas of work from the interior. • Temporary sheds and scaffolding as required to protect the public and to provide exterior access to designated areas of work. • Temporary interior protection • Cutting, patching and repairing of existing work scheduled to remain. • Partial or full window removal at all existing window locations and legally disposing of all debris. • Structural reinforcement of replacement window systems and all related miscellaneous steel and/or attachments. • All work not mentioned above and included in the contract documents. The Government will award a contract resulting from this solicitation to the lowest price technically acceptable firm. All offerors responding to this RFP must be registered in the Central Contractor Registration (CCR) before they can be considered for award. This contract will be procured under the Federal Acquisition Regulations (FAR) Part 15. Award of the contract is contingent upon funding approval. Companies who have the necessary construction experience, as well as an interest in this project, should submit a statement of capabilities, which is not a proposal, but rather a short statement regarding the firm’s expertise and experience on projects similar in scope to the one described in this notice. Firms should indicate eligibility for SBA programs and whether they are a Small Business, SBA-certified HUBZone, SBA-certified 8(a) or Service-Disabled Veteran-Owned Small Businesses (SDVOSB).
