This is a pre-solicitation synopsis for the acquisition of Non-Potable Reservoir #2 Dam for the United States Air Force Academy, located in Colorado Springs, Colorado. The acquisition will require the contractor to provide all labor, materials, transportation, equipment, and supervision to accomplish this project. All work shall be accomplished in accordance with requirements contained in the Drawings and Specifications and the Statement of Work for Construction. This project consists of repair/replace existing structural components of Non-Potable Reservoir #2 and components of the reservoir, and rehabilitation of the dam and outlet works. These components include, but are not limited to, the dam embankment, the soil cement protection lining, increasing all pipe sizes to a minimum of 30 inches, reconstructing the low and high level intakes for the proposed pipe sizes and the installation of a drainage blanket and toe drain. Non-Potable Reservoir #2 was constructed approximately 45 years ago and is one of four (4) Non-Potable Reservoirs connected together by an intricate network of pump stations and water lines for irrigation purposes throughout the USAFA. The lake occupies an area of approximately 11.1 acres and has an allowable storage capacity of approximately 345 acre-feet. The current dam is equipped with an outlet works with a control tower, low-level intake, and a high level intake that connects to a designated Pump Station. The proposed contract will be a non-commercial, firm fixed price, construction contract with an estimated completion time of 327 calendar days. The magnitude of the construction project is between $1,000,000.00 and $5,000,000.00. The proposed contract would be awarded to one vendor as a firm-fixed price contract. The project is currently identified as a Straddle 2 (fill or kill) and is an unfunded requirement. The solicitation information will be posted on the electronic Posting System (EPS) at www.fbo.gov.
