SIR (Screening Information Request) for the construction of a new ATCT/TRACON at Piedmont-Triad International Airport, in Greensboro, NC

SIR Amendment #1 issued to add clarifications into the SIR requirements. No time extension has been granted. The Federal Aviation Administration (FAA), intends to prequalify 2-6 contractors interested in receiving a Request for Offer (RFO) for work associated with the construction of a new ATCT/TRACON facility located at the Piedmont-Triad International Airport located in Greensboro, NC. The work shall include, but is not limited to, the following: The project consists of an approximately 165- foot tall structural precast concrete ATCT with an approximately 16,000 square-foot TRACON base building constructed of steel column and beam frame supporting architectural precast concrete siding. In the tower, there are three levels below the control cab which house break room, restrooms, electronics equipment, mechanical equipment, electrical equipment, and antennas. The tower has an approximate 6-feet thick, 75-foot by 75-foot square concrete pile cap foundation supported by 57, 1.5-foot diameter auger cast piles. The TRACON base building is a one-story building of approximately 16,000 sq. ft. and will contain administrative offices, storage, air handlers, the shipping and receiving area including as well as the critical power distribution system which includes a single engine generator and uninterruptible power supply. The site improvements include fill placement, grading, drainage, utilities, duct banks, paving, security fencing, security lights and cameras, and landscaping. The tower and base building have been wind tunnel tested and designed to meet the latest security and seismic requirements. The Fiber Optics Transmission System (FOTS) shall be completed concurrently with the ATCT and TRACON. The project site is located at the intersection of Ted Johnson Pkwy and Employee Lot Road and is bounded to the southeast by South Terminal Road. The total duration of the ATCT and TRACON facility construction project will be 685 calendar days. The 685 calendar day construction period begins with the effective date of the Notice to Proceed (NTP) as issued by the FAA’s Contracting Officer (CO), and ends at the FAA beneficial occupancy date which includes one-month Contractor Acceptance Inspection (CAI) and subsequent cleanup. Access along site perimeter roads shall be maintained. The successful offerer must be able to complete a minimum of 15% of the onsite work using its own resources. The SIR Document is attached. The FAA will be prequalifying Prime or General Contractors only. Contractors who prequalify will be eligible to receive a Request for Offer. All submittals must address the evaluation criteria and must be sent per the instructions of the attached SIR. Submittals received after the closing date will not be considered. The price range for this requirement is $20,000,000 to $35,000,000.
