Amendment 02 Answers to questions for Supply side energy and management services

GSA is seaaking a contractor to provide sully side energy and management services Support is required for all current and future GSA contracts for deregulated electricity and gas. GSA currently procures and manages an energy portfolio containing 398 natural gas accounts representing approximately 21.5 million dekatherms (Dth) annually, and 927 electricity accounts representing 4.6 billion kilowatt hours (kWh) annually. There are 137 natural gas supply contracts for accounts located in approximately 80 utilities across 35 states, and 32 electricity supply contracts for accounts located in approximately 30 utilities across 15 states. Energy supply contracts have a variety of end dates; therefore, it is essential that these services are designed with information on the subjects related to such events which are aimed at addressing these needs. This Statement of Work (SOW) defines the minimum requirements for the Contractor to provide complete Energy Supply Acquisition Management Services. GSA reserves the right to negotiate additional tasks with the awarded contractor. The Contractor shall assist in the development and execution of the RFP for all existing Federal facilities accounts and additional eligible Federal facilities which choose to participate. The pricing component of the RFP will be conducted via an on-line, real-time reverse auction. The Contractor shall be required to assist GSA in analyzing rates and tariffs for accounts to develop a comprehensive energy procurement strategy, and will help implement a total supply-side management solution for all accounts contained in the final energy aggregation.
