QUESTIONS - Please contact Helen Watson, Contracting Officer - Email: [email protected]; Phone: 208-890-5448 PROCUREMENT OBJECTIVE - The objective of this procurement is to obtain an accredited registrar to audit for registration and surveillance of the OAS Quality Management System to ISO 9001:2015. PROCUREMENT SCOPE - This specification outlines the auditing of the Office of Aviation Services Quality Management System (QMS) for conformance to the ISO 9001:2015 Standard, including registration, surveillance, and consultation as required. REQUIRED CONTRACTOR QUALIFICATIONS - The following requirements apply to the registrar, lead auditor, and auditors as applicable: The registrar shall: > Be accredited to audit and register aviation organizations to ISO 9001:2015. > Have experience auditing and registering quality management systems with similar or greater complexity. The lead auditor shall: > Be ISO 9001:2015 lead auditor accredited. > Have experience assessing (auditing) and registering quality management systems with similar (or greater) complexity. > Possess experience as either a military or FAA certificated aircraft pilot. > Possess auditing experience with federal aviation entities performing oversight. > Possess understanding of the unique structure of the DOI, its associated bureaus, and their relationship with OAS. Multiple auditors may be used; however, all participating auditors shall: > Be ISO 9001:2015 auditor accredited in the commodities they are assigned to audit.
