We are a Korean VTC company and are interested in participating in this solicitation. Upon reviewing the submission requirements, we noticed that it states proposals must be submitted via CHESS IT e-mart. We would appreciate your guidance on this, as our understanding was that proposal documents should be submitted either via email to the designated POC (you) or through the PIEE system.
