Limited funding is available to support NGOs working with UNHCR in Kenya, Ethiopia and Yemen in support of refugee assistance and protection.While PRM encourages activities that include host communities, because of PRM's mandate to provide protection, assistance, and sustainable solutions for refugees and victims of conflict, PRM considers funding only those projects that include a target beneficiary base of at least 50% refugees.For Kenya, only proposals for assistance to camp-based refugees or urban refugees living in Nairobi will be considered. Proposals addressing protection and assistance for camp-based refugees should focus on protection (including prevention of and response to gender-based violence - GBV - and assistance to unaccompanied minors), health and nutrition (including support and accessibility for pregnant women, disabled and elderly persons), water, sanitation, and hygiene (WASH), shelter and infrastructure (including telecommunications capacity), community services, psychosocial support (including support to child soldiers), education, or livelihoods development (including primary and vocational education) in a camp environment. [Please note there will be no separate call for GBV programs for FY 2012.] For Ethiopia, only proposals for assistance to new camps opened or expanded specifically to accommodate Somali or Sudanese refugee inflows in 2011-2012 will be considered under this call for proposals (a later call for proposals will be issued in Spring 2012 to consider support to older camps and Eritrean refugee populations). Proposals should focus on health (including environmental health, WASH, reproductive health, maternal and child health, psychosocial support, and assistance for disabled persons) and nutrition, protection (including prevention of and response to GBV and assistance to unaccompanied minors), shelter and infrastructure, water and sanitation, and education/livelihoods (including primary education and vocational training). For Yemen, only programs that support urban refugees in Sana�a focused on education, livelihoods support (promoting self-reliance), legal protection/services (including programs to prevent and respond to gender-based violence), or community services will be considered.
