Description
The Federal Bureau of Prisons has a future requirement for Electric utility services at a proposed Federal Correctional Institution and a Prison Camp to be located near the City of Berlin, Coos County, New Hampshire. The facility will house approximately 1,400 inmates in a Federal Correctional Institution (FCI) and a minimum security satellite Federal Prison Camp (FPC). Also included, are auxiliary facilities to serve various components of the facility including administrative structures, staff training facilities, warehouses, central utility plant and other generic institution elements. The North American Industrial Classification System (NAICS) code is 221122 (Size Standard: 4 million megawatt hours). The contractor will provide electric service to accommodate an estimated 19,000,000 kWh annual usage, with an estimated demand load of 4,500kW and an estimated connected load of 6,500 kW. The contractor will be responsible for providing and coordinating all services required to deliver electrical services to the designated point of service. A permanent electric service connection shall be available by October 1, 2010. A permanent service commencement date of December 1, 2010 is required. The resulting contract will be a firm-fixed price and shall have a performance period of a minimum of one year and maximum of ten years duration. The following evaluation factors to be used in evaluating proposals are listed in descending order of importance, with the exception of price: past performance, technical, small business subcontracting and price. All responsible sources may submit an offer which shall be considered by the Agency. Faith-based and Community-based organizations can submit offers equally with other organizations for contracts for which they are eligible. Participation by small, small-disadvantaged, HUBZone small business, woman-owned small businesses, veteran-owned small businesses and service disabled veteran-owned small businesses is encouraged.
