Intent to Award Sole Source-Special Reaction Team

The Mission and Installation Contracting Command-Carlisle Barracks intends to award the requirement for Special Reaction Team (SRT) on a Sole Source basis to: County of Cumberland, 1 Courthouse Square, Carlisle, PA 17013, on a Firm Fixed Price Contract for Base plus 4 Option Years. Should any future requirement(s) evolve from this preliminary planning process, the Period of Performance is anticipated to be 1 SEP 2016 - 31 Aug 2017. This procurement will be processed as Other Than Full and Open Competition as authorized by FAR 13.106-1(b)(1). The sole source determination is based upon the fact that the Cumberland County Special Response Team provides Carlisle Barracks with an emergency response team that is required of each installation commander to provide for by chapter 4 of Army Regulation (AR) 190-58, Personal Security. The regulation requires that these special response teams must be available to be deployed within two hours of being called upon. This is neither a Request for Quotation (RFQ) nor an announcement of a forthcoming solicitation. The NAICS Code for this acquisition is 922120 (Police Protection). Interested sources may identify their interest and capability to respond to this requirement via email to the Point of Contact (POC) provided below, demonstrating their interest and ability to provide the services outlined above. A determination not to compete this procurement based on response to this notice is solely within the discretion of the Government. All responses must be received by 23 AUG 2016 at 12:00pm. If no affirmative written responses are received by the due date indicating that comparable source exists, an order will be placed with County of Cumberland for the aforementioned requirement.
