The Fleet Industrial Supply Center (FISC), Norfolk, Contracting Department, Philadelphia Division intends to acquire additional training on the HealthMath biofeedback equipment to teach self-regulation/coherence techniques that support mental health resilience in Sailors deploying in support of detainee operations for The Bureau of Medicine and Surgery, Deployment Health (Wounded Ill and Injured Program). This is a sole source action to be awarded as a purchase order to HeartMath LLC, Boulder Creek, CA. HeartMath is the sole manufacturer of the biofeedback equipment which was procured under purchase order#N00189-09-P-ZA29 on a sole source basis to HeartMath. As a result, they are the only contractor that can provide training on this equipment. FISC’s intent is to issue a firm fixed price contract in accordance with FAR 12 (Commercial Items) and FAR 13 (Simplified Acquisition) procedures. The Period of Performance is from 01 October 2010 through 30 September 2011. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1.
