Residential Reentry Center Services for Female Offenders Located within the Limits of Detroit City, Wayne County, Michigan, and Home Confinement Services within 150 Miles Radius of the Facility The Federal Bureau of Prisons is seeking concerns having the ability for providing Residential Reentry Center (RRC) services (in-house RRC beds) for female Federal offenders and Home Confinement services (home confinement placements) for female Federal offenders held under the authority of United States Statutes in Michigan. Residential Reentry Center Services located within the limits of Detroit City, Wayne County, Michigan, and Home Confinement services within 150 miles radius of the facility. Both the RRC services for in-house RRC beds and the Home Confinement services for home confinement placements shall be in accordance with the Federal Bureau of Prisons Statement of Work (SOW) entitled, “Residential Reentry Center, July 2020”. Home Confinement services (for home confinement placements) are specifically defined in chapter 10, programs, of the aforementioned SOW. Additional requirements for these services are referenced throughout the SOW as well. This will be a Firm-Fixed Price/IDIQ contract for services with a one year base period, and four one-year options periods. The RRC In-House requirement will consist of a guaranteed minimum of 6 beds and an estimated maximum 14 beds facility in which designated for female offenders. The Home Confinement requirement will consist of a guaranteed minimum of 3 placements and an estimated maximum 7 placements to female offenders. It is the intent of the Government to award both line items (RRC in-house beds and home confinement placements) to a single provider, as these services are interconnected and rely upon each other to ensure adequate programming and case management of offenders.
