This is a follow-on contract to N62645-14-D-5018. +++++++++++++++++++ The Naval Medical Logistics Command (NMLC), on behalf of the Bureau of Medicine and Surgery (BUMED) intends to issue a Request for Proposals. The proposed acquisition is to provide early intervention services (EIS) to infants and toddlers with disabilities (birth through 2 years, inclusive) and their families, and special education and related services (RS) to children with disabilities (ages 3 through 21 years, inclusive) entitled to receive special services from the Department of Defense; provision of a Free, Appropriate Public Education (FAPE) including special education and related services for children with disabilities enrolled in the Department of Defense Dependent Schools (DoDDS), as specified in their Individualized Educational Programs (IEP); and monitoring of DoD programs providing EIS, special education, and related services for compliance with DoD Instruction 1342.12. The contractor's workers will be assigned to a primary work site; however the majority of services will be provided in a natural or least restrictive environment. Examples of service settings include children's homes, DoDDS, child-care homes, childcare centers, and other community settings. A limited amount of service delivery will occur in military hospitals and clinics. Travel will be required of all contractor personnel in order to provide the services in the natural settings, and to serve children in remote locations. Possession of a valid motor vehicle operator's license is required. This acquisition will be conducted as a full and open competition utilizing the policies and procedures in the Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation. The Government anticipates issuance of a single, Firm-Fixed Price type contract. The contract is anticipated to have a 60-month period of performance, inclusive of planned option periods with an estimated total value of approximately $40M.
