HE125420072850015 The Department of Defense education Activity (DoDEA) intends to award a Sole Source contract to the College Board, 45 Columbus Ave., New York NY 10023-6917 in accordance with FAR 6.302, circumstances permitting other than full and open competition, to acquire Advanced Placement Examinations and associated services to be used for 49 DoDEA high schools. AP examinations are the only assessment tool currently available that affords students the opportunity to earn college credit or advanced placement in college courses. This notice is not a request for competitive proposals. However, any party that believes it is capable of meeting this requirement as stated herein may submit a written capability statement that clearly supports and demonstratives their ability to perform the requirement by the response date. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. STATEMENT OF WORK 1.0 BACKGROUND AND PURPOSE: 1.1 The Department of Defense Education Activity (DoDEA) serves the educational needs of the dependents of military and civilian employees stationed overseas through its Department of Defense Dependents Schools (DoDDS). DoDEA also participates in serving the needs of the dependents of military members enrolled in its Domestic Dependents Elementary and Secondary Schools (DDESS) in the United States. As a civilian agency of the U.S. Department of Defense, DoDEA operates public schools in 14 districts located in 12 foreign countries, seven states, Guam and Puerto Rico with approximately 8,700 teachers serving approximately 88,000 students. 1.2 DoDEA policy states that, beginning School Year 2003-2004, DoDEA will assume the responsibility for the costs to take Advanced Placement? Examinations for all DoDEA students enrolled in Advanced Placement? courses. Advanced Placement? (AP?) courses are available in all 49 DoDEA High Schools. The AP? Examinations are the only assessment tools currently available that affords students the opportunity to earn college credit or advanced placement in college courses and measurably aligns with the AP? courses presently offered in our high schools. 2.0 CONTRACT SCOPE AND OBJECTIVES: 2.1 The AP Coordinator at each DoDEA High School will contact the contractor and provide the type and numbers of AP? Examinations needed for their school. The contractor will process the schools? requests and mail the AP? Examinations to the schools so they arrive in time for the requisite AP? Testing date. The contractor will furnish special remittance instructions for the DoDEA schools? AP Coordinators. 2.2 This will be a one year contract. 3.0 MATERIALS REQUIREMENTS: 3.1 The contractor will provide approximately 5,400 AP? Examinations for DoDEA students who are enrolled in Advanced Placement? classes each year. The contractor will bill DoDEA, based on the number of exams taken by students in corresponding AP? courses actually administered, as determined by each high school and indicated on the invoice generated online by the applicable school?s AP Coordinator, in July of 2008. This includes standard used exams and alternate used exams for DoDEA students who are enrolled in the associated AP? courses. The late administration of the tests (alternate used exams) will be covered by this contract only for reasons allowed by AP/College Board which include: conflict with state-mandated tests; conflict with IB exams; disabilities accommodation issue; emergency: bomb scare, fire alarm, serious injury, illness or family tragedy; language lab scheduling conflict; religious holidays /observances; school closing: elections or natural disasters; strike/labor conflicts; or two or more AP exams on same date and time. Any other reason must be approved by AP services prior to ordering the Alternative Exam(s); that approval is required for those late exams to be covered by this contract. The following are not acceptable reasons for Late Testing (Alternative Exams) and costs for those exams and the additional required exam fees are not covered by this contract and are the responsibility of the individual school ordering those alternate exams: academic contests/events, athletic contests/events, conflict with non-AP exams, ordering error, and school closing: local decision. Late testing for senior class trips, school assemblies or family vacations/commitments will not be permitted by College Board rule. 4.0 PERFORMANCE AND DELIVERABLES: 4.1 The contractor will provide AP? Exams to each DoDEA High School per the individual needs of the school. 4.2 The contractor will bill DoDEA directly for the annual AP? Exams and then monthly there after to reconcile errors and/or late submissions. 4.3 After the examinations have been scored, the contractor will provide test scores back to each school and each student. 4.5 Deliverables Deliverable Reference Date (on or before) Receive Exam Orders 2.1 April 1, 2008 Exams sent to be received in schools 4.1 May 1, 2008 Bill DoDEA for Used Exams 4.2 July 30, 2008 Distribute Scores to Students 4.3 August 1, 2008 Distribute Scores to Schools 4.3 August 1, 2008 5.0 POST AWARD CONFERENCES: 5.1 The contactor and the DoDEA Contracting Officer?s Representative (COR) will have a post award teleconference NLT 10 business days after the contract award to discuss how to request, administer, score and distribute exams. In addition, invoicing instructions will be discussed. 6.0 CONTRACTING OFFICER?S REPRESENTATIVE (COR) 6.1 As provided within the contract schedule only, the COR may provide direction and answer the questions related to the delivery and invoicing of the exams. However, the COR is not authorized to approve/authorize any change to the contract scope of work or additional charge to the contract. That authority resides solely with the Contracting Officer.
