Online Foreign Language Proficiency Assessments and Related Instructional Materials and Training

The Department of Defense Education Activity (DoDEA) intends to award a sole source contract to Avant Assessments, LLC of 160 South Park Street Eugene, Oregon 97401 in accordance with FAR 13.501(a) procedures authorized under the Test Program for Commercial Items, for a fully adaptive, comprehensive, outside-rated online foreign language assessment program for Spanish, German, French, Japanese, Mandarin Chinese, Arabic, and Italian, as well as related instructional materials and professional development. Fully adaptive means that the assessment continuously adjusts until it reaches each student's highest level of sustainable language proficiency. Comprehensive means that it covers reading, speaking and writing. Outside-rated means that the proficiency ratings are provided by a third-party, not a DoDEA educator. The online medium is a requirement because the assessments must be available in each time zone where the DoDEA schools are located (US, Europe, and the Pacific). Avant Assessment is the only source capable of providing a fully adaptive, comprehensive, outside-rated online assessment program for Spanish, German, French, Japanese, Mandarin Chinese, Arabic, and Italian (See attached Statement of Work for full details). This notice is not a request for competitive proposals. However, any party that believes it is capable of meeting this requirement as stated herein may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirement by the response date. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
