Intent to Sole Source - Capacity Development for Managers of State-Owned Enterprises (SOEs) Managing SOEs in a Competitive Environment

The Government intends to solicit and award a Firm-Fixed Price sole-source contract to KOC University's Graduate School of Business in Istanbul Turkey. The school faculty will develop and teach a two-day course on Marketing and a two-day course on Project Management that are relevant to Iraqi State-Owned Enterprises (SOE) operating in an open and competitive market. The school will also host a two-day course on Strategy developed by the Department of Commerce Commercial Law Development Program (CLDP) and in coordination with CLDP develop and implement a two-day business exercise focused on strategic management under uncertainty. There will be up to 25 Iraqi participants attending the training. Due to the geographic location to Iraq and professional staff requirements, this is the only source that can satisfy the requirement. The North American Industry Classification System Code (NAICS) is 611310 and the business size standard is $7,000,000.00. All responses received within seven (7) days after date of publication of this notice will be considered by the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Interested firms/educational organizations may identify their interest and capability by a responding no later than 2:00 PM Eastern Time, 20 March 2012. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.
