The Defense Distribution Center Susquehanna (DDSP), New Cumberland PA has a requirement for the establishment of an Indefinite Delivery Requirements Contract for Asbestos Abatement, Lead Removal and Mold Removal. All work shall be performed at DDSP. The following summary of work is for the purpose of general information and is not intended to include and describe every feature or item or to define the scope of work. A complete Statement of Work (SOW) will be provided when the solicitation package is issued. The work requirements under this solicitation will include, but are not limited to, the following: Remove/encapsulate and dispose of asbestos, lead and mold under emergency and non-emergency conditions. Work will be required for all types of asbestos lead and mold removal conditions and locations. Locations included, but not limited to, offices, military housing, supply areas, warehouses, crawl spaces under buildings etc. Asbestos removal will be from areas such as, transite siding, floor tile, steamlines, ceiling tiles, air conditioning lines, boiler, etc. Re-insulation may be required after removal of asbestos containing material. Lead paint removal will be from, but not limited to, exterior finishes, interior walls, floor finishers, ceilings, and door and window frames. Mold shall be removed from, but not limited to, exterior finishes, interior walls, steam lines, condensate lines, return lines, floor finishers, ceilings, door and window frames. All work shall be performed complete and in accordance with the specifications. Period of Performance: Contract period is anticipated to be from February 10, 2008 through February 9, 2009 with four (4) one year option periods. Working Hours: Normal hours of work shall be between 0730 and 1630, Monday through Friday excluding any Government holidays. Emergency Response hours-Contractor shall be required to be on-site within two hours of notification by the Government with minimal mobilization effort. This acquisition is 100% set aside for small business concerns. All responsible small business concerns may submit a proposal that shall be considered by the agency. The NAICS Code for this procurement is 562910. The small business size standard is $13,000,000. The tentative timeframe for issuance of the Request for Proposal (RFP) SP3100-08-R-0003 for this requirement will be on or around December 17, 2007. The solicitation will also establish the RFP due date and time. Award will be made using the lowest price technically acceptable source selection process. The solicitation will provide the evaluation factors for award. The solicitation will also identify all information that a prospective offeror must submit in order to be considered for award. Failure to submit all the information requested by the solicitation may result in the proposal being eliminated from consideration for award.
