THIS IS A PRESOLICITATION NOTICE FOR THE INDEFINITE DELIVERY INDEFINITE QUUANTITY (IDIQ) ENVIORNMENTAL DECOMISSIONING CONTRACT AT THE NATIONAL INSTITUTES OF HEALTH. National Institutes of Health (NIH) Office of Research Facilities (ORF) has a need for a qualified and experienced contractor to assist the Division of Environmental Protection (DEP) with environmental facility site assessments and remediation also referred to as decommissioning. Decommissioning tasks are broken into four phases - Facility Feasibility Assessment (Phase I); Facility Site Characterization (Phase II); Remediation (Phase III); and Final Status Survey Reporting (Phase IV). The Division of Environmental Protection primarily needs support with Phase II and Phase III: Facility Site Characterization (Phase II): The potential contractor is to evaluate potential contaminants, conduct monitoring, sampling, and analysis to determine if (a) contaminants are present, (b) levels are above or below levels requiring decontamination, and (c) the extent of contamination. This task will require the preparation of a Sampling and Analysis plan (SAP) which will be reviewed and approved by the NIH. Remediation (Phase III): This task involves the decontamination, abatement, and/or remediation of contaminants identified in Phase II reports. Asbestos is expected to be incidentally abated in the process of addressing research-related hazardous materials. In addition, "follow-up" remediation shall occur if suspect items are discovered during primary remediation or any activities that may reveal new suspect materials. The goal is to procure an IDIQ vehicle that will streamline the effort to identify hazardous material and remediate before the renovation or demolition of an NIH space. DEP anticipates a high volume of personnel space related moves that will require this service. Work to be performed under the Environmental Decommissioning IDIQ may include but is not limited to any of the disciplines listed in North American Industry Classification System (NAICS) code as follows: Sector 54 Professional, Scientific, and Technical Services, Subsector 541 size standard $15 million and Sector 56 Administrative and Support and Waste Management and Remediation Services, Subsector 562 Waste Management and Remediation Services size standard $20.5 Million. Contractors will be expected to have keen knowledge of hazardous sources of contaminants and contaminants themselves to include but not limited to: Mercury, Asbestos, Lead/Lead-based paint, Petroleum products, Silver, Perchlorates, Azides & Picrates, PCBs, Cadmium, Ozone depleting substances, etc. Specific projects will be defined in each of the subsequently issued task orders and will vary in size, scope and complexity. Task Orders will be issued to correspond with the phases of environmental decommissioning. This solicitation shall utilize a total small business set aside. No preference will be acknowledged regarding socio-economic status beyond small business. This contract will be a single award IDIQ. Contractors responding to this notice to perform the contract as small business joint ventures shall use the procedures described at the Small Business administration (SBA) web site. The program total value for the IDIQ contract is not to exceed $19,900,000.00 over a three-year ordering period. There is no yearly limit except for the three year maximum. Task Orders will be firm fixed priced. The anticipated release date of the RFP is on or about July 12, 2019, with an anticipated bid closing date of on or about August 12, 2019.
