Z--Tire and Wood Material Collection to include vegetative waste, Disposal and Recycling Services

This is not a request for a quote, proposal or an invitation for bid, but is intended to serve as a PRE-SOLICITATION SYNOPSIS ONLY. The solicitation will be available on or around 15 September 2014 at https://www.neco.navy.mil. The proposed contract is a performance-based acquisition for the contractor to provide all labor, management, supervision, tools, material, and equipment required to perform Tire and Wood Material Collection to include vegetative waste, Disposal and Recycling at all Naval Base Guam Activities and tenants, and other U.S. Military Activities or DoD/federal agencies at various activities/locations, Guam, M.I. The outcomes of this acquisition are consistent with the FAR 37.101 definition of service contracts. This will be a combination Firm-Fixed Price (FFP) and Indefinite Delivery-Indefinite Quantity (IDIQ) contract. The contract will be for a 12-month base period with a provision for two (2) 12-month option periods. The contract will be procured using negotiated procedures, as it has been determined in accordance with FAR 6.401 to be the most appropriate method of contracting for the subject project. The proposed acquisition is a competitive Small Business set-aside. The Government will only accept offers from eligible Small Business firms. The NAICS code for this procurement is 562111 (Solid Waste Collection), which has a small business size standard of $38.5 million. A site visit will be conducted. The date and time will be included in the solicitation for this effort. Offerors are encouraged to inspect the site where the work will be performed. NOTE: THIS WILL BE THE ONLY SITE VISIT HELD FOR THIS SOLICITATION. Additional requests for site visits will not be entertained. Firms participating in the site visit will not be directly compensated for their participation. Offerors will be able to view and/or download the solicitation and any attachments at https://www.neco.navy.mil. It is the offerors’ responsibility to check the NECO website periodically for any amendments to the solicitation, as this will be the only method of distribution of amendments.
