M--Extension of ordering period to current Production Support Services contract in support of Fleet Readiness Center Southeast

Naval Air Warfare Center Training Systems Division intends to issue a no-cost contract modification to current contract N68936-05-D-0042 with SoBran Corporation for Production Support Services in support of Fleet Readiness Center Southeast (FRCSE). This contract modification will extend the ordering period from 31 May 2012 through 28 February 2013. The current ceiling will not be increased. Services include providing transportation of aircraft components, managing warehouse operations, processing engine and component inductions, buildup and maintenance of tool boxes, performing inventories and production control, providing external support to the In-Service-Repair Program, operating and maintaining mega centers, providing environmental support and performing equipment management functions. The work is performed at FRCSE Naval Air Station Jacksonville, FL; Naval Station, Mayport, FL; Cecil Commerce Center (commercial facility) in Jacksonville, FL; FRCSE Jacksonville Detachment Oceana, VA; and F/A-18 In-Service Repair (ISR) facility at MCAS Beaufort, SC. This effort will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1. Award of this follow-on extension to any other source at this time would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. The solicitation for the follow-on effort was issued on 6 March 2012 under solicitation N61340-12-R-0001. The duration of task orders issued against N68936-05-D-0042 resultant to this justification and approval will be commensurate with the progression of the folllow-on acquisition to ensure a transition of contractor provided Production Support Services away from the current contract as rapidly as practicable. This notice is not a request for competitive proposals; however, any firms believing they can fulfill the requirement of providing Production Support Services during this immediate time may submit a written response, which may be considered by the agency. It must clearly show the firm’s ability to be responsive without compromising the quality, accuracy or reliability of the services provided and without causing programmatic hardship.
