R -- Development of Rating and Evaluation Criteria for the Assistance to Firefighters Grants Program for FY2005

The Department of Homeland Security (DHS)/FEMA, NETC Acquisition Section, intends on soliciting a quotation from the International Association of Fire Chiefs (IAFC), 4025 Fair Ridge Drive, Fairfax, VA 22033 on a sole source basis. Pursuant to FAR 13.106-1(b)(1), the Contracting Officer has determined that IAFC is the only known source that possesses the required staffing, experience, and organizational structure required to complete the purchase order tasks within the mandatory timeframe and available budget. In addition, IAFC possesses a proprietary network that will be used to obtain subject matter experts needed to meet the requirements of the purchase order. The purpose of this purchase order is to develop and recommend rating and evaluation criteria to be used to evaluate grant applications for the Assistance to Firefighters Grant Program for fiscal year 2005. No solicitation documentation exists. This notice of intent is not a request for competitive quotations. However, interested parties may identify their interest and capability to respond to the requirement in writing within ten (10) days after this announcement appears.
