2013 National Tissue Recovery & Utilization Survey for Office of the Asstistant Secretary for Health

THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. The Office of the Assistant Secretary for Health, through the Program Support Center, Division of Acquisition Management, intends to award a 12 month award, sole source purchase order using simplified acquisition procedures to Avar Consulting, Inc. This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from the requirements of FAR Part 6, Competition Requirements, under the authority per FAR 19.804-2(a), in accordance with the Partnership Agreement between the SBA and HHS. Due to the estimated dollar value, an official letter from SBA is not required. The North American Industry Classification (NAICS) Code is 541910 and the Size Standard is $15.0M. This Notice of Intent is not a request for competitive proposals. The determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely within discretion of the Government.
