J -- Upgrade Electron Cyclotron Resonance Plasma-enhanced Chemical Vapor Deposition System

The National Institute of Standards and Technology (NIST) Quantum Electrical Metrology Division, proposed to negotiate on a sole source basis, under the authority of 41 U.S.C. 253(c)(1) with Qualtx Technology, Inc., 23-B Grindstone Drive, Prosper, TX 75078 for a control computer upgrade on their electron cyclotron resonance plasma-enhanced chemical vapor deposition system (ECR System). An upgrade is required since the present computer controlling the ECR System is outdated (MS-Dos) and the computer hardware (i.e. interface boards) are non-serviceable. If the present controlling computer would fail, the ECR System would be unusable until a replacement control system could be retrofitted into the system. An emergency retrofit would require an unacceptable amount of downtime to perform. Therefore, NIST requires a new computer control system obtain from Qualtx Technology, Inc. Qualtx wrote the present (original) controlling software for the original system manufacturer, PlasmaQuest, which is no longer in business. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (under $100,000). Information submitted in response to this notice will be used solely to determine whether on not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement. Any responses shall be received in writing no later than August 10, 2005. Anticipated award date is August 11, 2005.
