The U.S. Department of Housing and Urban Development (HUD) intends to solicit proposals in response to Request for Proposal (RFP) number 86543G19R00002 for Single Family Claims Processing Services for the Office of Single Family Post Insurance Division (SFPID) Single Family Claims Branch (SFCB). This pre-solicitation notice is to inform the industry that a Total Small Business Set-Aside solicitation is planned to be released between the months of November 2018 through March 2019. The period of performance is one (1) base year period, and four (4), one (1) year option year periods. The award will be with a maximum life of 5 years of performance. The Government contemplates award of a single Firm Fixed Price contract. This notice is to advise that the acquisition is being offered for competition as a 100% Total Small Business Set Aside. We encourage all interested small business firms to review the draft PWS attached to this notice as the solicitation issuance is forthcoming and will be posted on FBO under this solicitation number 86543G19R00002. The North American Industry Classification System (NAICS) code is 541611 - Administrative Management and General Management Consulting Services. The Business Size Standard is $15 million dollars per annum. The Product Service Code is R703 - Support Management Accounting Services. To be eligible for award, firms must be registered in the Systems for Award Management (SAM) database under the corresponding NAICS code solicited. Upon issuance of the solicitation, the solicitation documents may be obtained via the Federal Business Opportunity (FBO) website www.fbo.gov. HUD, Federal Housing Administration (FHA) provides mortgage insurance for lenders against losses from financing the purchase of single-family homes. FHA has a need to obtain support to assist in the control, processing, disbursing of insurance claims. The SFCB is responsible for the payment of insurance benefits based on claims filed by FHA-Approved Lending Institutions. To file a claim, Mortgagees submit HUD-27011 Form, Single Family Application for Insurance Benefits, which consists of Parts A, B, C, D, and E with a total of 412 data fields including personally identifiable information. Claim processing is largely automated and carried out by Single Family Insurance System - Claims Subsystem (CLAIMS/A43C). Mortgagees submit Conveyance, Single Family Loan Sale, Hawaiian Homelands, Claims Without Conveyance of Title, Pre-foreclosure Sales, Special Forbearance, Loan Modification, and Partial Claims via CLAIMS/A43C. Using the Mortgagee entered data fields, CLAIMS/A43C provide automated verification of monetary limits and timeline requirements through various edit checks. The SFCB reviews the supporting documentation for each applicable edit code prior to processing for payment. Monthly, the SFCB reviews 3,500 Single Family insurance claims. To ensure that claims submitted by Mortgagees for insurance benefits are reviewed and processed in an accurate and timely manner, the SFCB requires support in file maintenance, processing claims, and financial operations. Below are the characteristics of the claims processing services requirements: •Demonstrable knowledge in Single Family regulations, policies, and Mortgagee Letters. •Previous experience in the review, processing, and disbursing of insurance claims. •Ability to manage files containing Personally Identifiable Information (PII). •Skills in oral and written communication.
