Notice of Intent for Sole Source: Expert Witnesses The Social Security Administration (SSA) intends to negotiate on a sole source basis with Welch Consulting for the services of expert witnesses. The authority for this acquisition is set forth in 41 U.S.C. 253(c)(3) and FAR 13.106-1(b). The expert witnesses is required to assist SSA by performing complex statistical analyses of SSA's human resource data and to issue reports and declarations regarding the expert's findings. Specifically, SSA requires the expert to conduct statistical analyses to provide information, during the course of the litigation, about rates of promotions and other career enhancing opportunities for targeted disabled employees as compared to the SSA employee population as a whole. Additionally, the expert is required to be available for deposition and trial testimony, and to render any other assistance as requested by Agency counsel. The expert is also required to assist SSA in analyzing the putative class agent's expert witness reports and analyses and providing a report on the same. Written responses to this notice shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. This is not a request for quotation, and the Government does not intend to pay for information received. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
