A -- Analysis and Communication of Florida Keys Data on Temperature and UV / Visible Light Exposure of Coral Reefs and Related Microbial Communities

The Environmental Protection Agency intends to award a contract for Analysis and communication of Florida Keys data on temperature and UV/visible light exposure of coral reefs and related microbial communities for the Office of Research and Development (ORD), National Exposure Research Laboratory (NERL), Ecosystems Research Division (ERD). This acquisition will be made by way of full and open competition. A fixed price purchase order is anticipated to result from the award of this solicitation. The resulting contract is expected to have a Base Period of twelve (12) months and two (2) twelve (12) month Option Periods. The Base Period would begin approximately January 01, 2005. The Period of Performance for this P.O. may continue through December 31, 2007 if both of these Option Periods are exercised. The associated NAICS Code is 541380 with a size standard of $10,000,000.00. This procurement will not be made under FAR Part 12 provisions. This effort will support the ORD/NERL/ERD's responsibilities pertaining to; Establishment of an inshore station for observations of underwater UV and visible solar radiation and temperature near patch reefs located in Hawk Channel, the region between land and the reef tract in the Florida Keys. Operating and maintaining two stations for the observations of underwater UV and visible solar radiation and temperature, one at the patch reef location in Hawk Channel and the other at the reef tract (fore reef) of the Florida Keys. Operating and maintaining Yankee Environmental Systems UV-B and UV-A Pyranometers at an onshore site close to the location of the two stations. Operating and maintaining facilities and equipment that can be used for 6 trips for depth profiling of light and temperature at transects around the Florida Keys. It is estimated that the solicitation will be issued on or about November 15, 2004. Quotations will be due approximately 30 days after the Request for Quotations (RFQ) issuance date.
