C -- Non-Personal Technical Support for the FHWA Asphalt Testing Laboratory (ATL) Program

This is a Pre-Solicitation notice (synopsis) for a requirement restricted to competition among 8(a) firms. The Federal Highway Administration (FHWA) has a requirement for non-personal technical support for the FHWA Asphalt Testing Laboratory (ATL) Program. The ATL program includes the Mobile Asphalt Mix Testing Laboratory (MAMTL) and the Asphalt Binder Testing Laboratory (ABTL). Services required include equipment operation and maintenance, material testing and evaluation, data acquisition, data analysis, and the training of State, Federal and other industry personnel in the activities related to hot mix asphalt design, construction quality control, and related issues. Additionally, the contractor shall be responsible for transporting the MAMTL (which consists of a Government furnished tractor / trailer) to a variety of locations throughout the North American continent. Personnel performing in the MAMTL may be required to have a valid Commercial Driver's License (CDL), as specified in the forthcoming Request For Proposal (RFP). The RFP may include a link to a website where prospective offerors may view pictures of the MAMTL and ABTL and the equipment they contain. The website is NOT available at this time. The RFP will be released and available electronically at http://www.fedbizopps.gov. Interested parties may register at the aforementioned site to receive a variety of procurement announcements/notifications. It is the responsibility of interested parties to monitor the FedBizOpps website for any amendments to the RFP package.
