MODIFICATION: This synopsis modifies the pre-solicitation notice (Reference-Number-IMP-PMI-inspections and associated repairs) posted on 03 March 2004. Below is the modified synopsis. The Naval Air Systems Command (NAVAIR) intends to negotiate a contract with the Lockheed Martin Aeronautics Company (LMAC), 86 South Cobb Drive, Marietta, GA, in order to provide support in design engineering investigations, reliability, maintainability and human factors analysis, the development of engineering change proposal feasibility studies, support for failure, incident and accident investigations, and Integrated Logistics Support, to include engineering, logistic and maintenance support of the Integrated Maintenance Program (IMP) Periodic Maintenance Interval (PMI) inspections and associated repairs for the S-3B Viking. This effort will be a follow on contract to the Prime Vendor Support (PVS) Contract N00019-01-D-0119. NAVAIR intends to negotiate a four-year contract (base and three one-year options) with LMAC. This action will be negotiated on a sole source basis under the statutory authority of FAR 6.302-1 (only one responsible source and no other supplies or services will satisfy agency requirements). LMAC is the sole company that has access to the necessary engineering drawings, and the original/updated design, stress, loads and structural analyses, necessary to provide the required engineering services.
