A -- A—Studies and Technical Analysis on the V-22 Osprey Tilt-Rotor Aircraft (CV-22)

The Naval Air Systems Command, Patuxent River, MD intends to negotiate a Time and Materials order, under Basic Ordering Agreement (BOA) N00019-04-G-0007, with the Bell-Boeing Joint Program Office, Bldg. 2272 Suite 146, 47123 Buse Road, Patuxent River, MD 20670 on a sole source basis for conducting trade studies and technical analysis to determine solutions to requirements, to improve CV-22 Block 0/10 system performance identified during developmental and operational tests. Initial set of Studies and Technical Analysis are: Improved Navigation Flight Test Engineering, Correction of Developmental Software Deficiencies, Extra Airplane (A/P) Mode Torque Test, Improve Suite of Radio Frequency Countermeasures (SIRFC) Antenna Performance, Improve Multi-Mission Advanced Tactical Terminal (MATT) Functionality, CV-22 Line Replaceable Unit (LRU-2B) Integration, Slotted Rotor Blades with Redesign Twist Implementation, Improve Forward Looking Infrared (FLIR) Display Resolution, Improved Voice/Data Recorder Capability, Panel Mounted Oxygen Regulators Capability, On-Board Oxygen Generating Systems (OBOGS). The Bell-Boeing team is the sole designer, developer, and producer of the V-22 Tilt-Rotor Aircraft. Bell-Boeing is the only source that possesses the engineering and technical data required to perform this effort.
