Project Description: This procurement is an Enhanced Use Lease (EUL) opportunity at Saufley Field, located in Pensacola, Florida. The project property is located in Escambia County, Florida which is the most western county in the Florida panhandle. It is approximately 9 miles Northwest from downtown Pensacola and 12 miles North from Pensacola NAS. The designated EUL sites at Saufley Field consist of approximately 104.5 acres with 724,000 square feet of improvements. The primary area is approximately 85.8 acres on the south side of Saufley Field (Site 1). This does not include the adjacent area occupied by a federal minimum-security prison under a memorandum of understanding which the Navy may terminate at its discretion. The Navy has also offered up a second site, located just south of the perimeter of the installation, that contains approximately 18.7 acres (Site 2) and is currently operated as a 9-hole, pitch-and-putt golf course. The initial lease term shall not exceed 50 years. However, the Navy may enter into a succeeding lease of the same or similar term conditioned upon statute, the lessee??s satisfactory performance under the initial lease and if determined by the Navy to be in the Government??s best interest. Procurement Process: The Government intends to award the EUL using a two-phased, best value source selection process. Specific source selection procedures and evaluation criteria shall be documented in the Request for Qualifications (RFQ). Among other things, the successful offeror shall: ?? Develop a successful, long-term, mutually beneficial business relationship with the Navy; ?? Maximize the value of the real property within the constraints and restrictions identified by the Navy that addresses NAS Pensacola??s needs; ?? Design and develop the real estate in a manner that is compatible with adjacent Navy uses; ?? Execute, operate, and manage the development consistent with best commercial practices; and ?? Maintain positive relations with local government authorities and the adjacent communities. Further, the successful offeror shall obtain necessary financing, and plan, operate, and manage the approved development for the term of the lease. The successful offeror shall provide the Navy cash and/or in-kind consideration not less than the fair market value of the offeror??s leasehold interest in the real property.
