This is a Pre-Solicitation. This is NOT a solicitation for proposals, proposal abstracts, or quotations. A solicitation will be issued on a later date, on or about June 1, 2019. The purpose of this pre-solicitation is to notify potential offerors that the Federal Retirement Thrift Investment Board (FRTIB) intends to solicit proposals for Thrift Savings Plan (TSP) Fixed Income Index Investment Fund (F Fund), Common Stock Index Investment Fund (C Fund), Small Capitalization Stock Index Investment Fund (S Fund), and International Stock Index Investment Fund (I Fund) (Any reference hereafter to Funds or TSP Funds means the F Fund, C Fund, S Fund and I Fund collectively). Requirement Background Information: The Federal Retirement Investment Board (FRTIB or Agency) is an independent Federal government agency in the Executive Branch created by the Federal Employees' Retirement System Act of 1986 (FERSA). The Thrift Savings Plan (TSP) is a retirement savings and investment plan for Federal civilian employees and members of the uniformed services that offers its participants the same type of savings and tax benefits that many private corporations offer their employees under I.R.C.§401(k) plans. The TSP is the largest participant-directed defined contribution plan in the world. The mission of the FRTIB is to administer the TSP solely in the interest of the participants and beneficiaries. The FRTIB is a self-funded agency with independent budgetary authority that receives no annual appropriations from Congress. FRTIB is not strictly bound to adhere to the Federal Acquisition Regulation (FAR). However, FRTIB procurements will largely adhere to the FAR, unless doing so might infringe upon the Agency's fiduciary obligations under FERSA. FRTIB has adopted the FAR as its primary contracting policy and procedures for procuring its goods and services, with defined deviations tailored to the FRTIB's unique role. Purpose and Objectives for the Requirement: The Contractor shall receive and invest monies representing cash flows in a manner consistent with the FRTIB's requirements in relation to management of the F Fund, C Fund, S Fund and I Fund. Tasks/Requirements: Requirements shall include the following: • Provision of Investment Management Services for the TSP F Fund, C Fund, S Fund and I Fund • Provision of Custody and Administrative Services • Service as a Securities Lending Agent • Service transitioning the F Fund, C Fund, S Fund and I Fund benchmark index Anticipated Period of Performance: The anticipated period of performance is one (1) twenty-four (24) month base period and four (4) twenty-four (24) month option periods. Request for Proposal Release Information: Request for Proposal (RFP) No. TIB-2019-RFP-0004 will be available electronically on or about June 1, 2019. The RFP shall be accessible through FedBizOpps at http://fedbizopps.gov. All information required for the submission of a proposal will be contained in or accessible through the RFP package. Responses to the RFP will be due on or about 30 days following RFP release. Offerors must submit a proposal for all Task Areas in order to be considered for award. WE ENCOURAGE ALL RESPONSIBLE SOURCES TO SUBMIT A PROPOSAL WHICH WILL BE CONSIDERED BY THE AGENCY. Notes: This notice does not commit the Government to award a contract.
