Contractor Owned Contractor Operated Fuel Storage Services in North Pole / Fairbanks, AK

The Defense Logistics Agency (DLA) - Energy - FESBB will be issuing a Request for Proposal (RFP/Solicitation) for Contractor Owned Contractor Operated (COCO) fuel storage services in the North Pole / Fairbanks Area, AK . The requirement is for fuel storage facilities and fuel management services to include receiving, storing, protecting and shipping JP-8 or Jet A-1 grade of U.S. Government owned petroleum products. Solicitation SPE603-20-R-0505 will be issued using best commercial practices and guidelines to meet the requirements of the Performance Work Statement (PWS). This requirement is to procure Contractor-Owned Contractor-Operated (COCO) fuel storage services with the capability to receive by commercial pipeline system, Government provided rail tank cars, and Government provided tank trucks , and ship by pipeline with a connection to the Government-owned pipeline that supplies Eielson AFB, AK, Government provided rail tank cars, and Government provided tank trucks. The contractor will be responsible for the management, operation, maintenance, product quality surveillance, inventory control, accounting, security, safety and environmental protection of the COCO facility. Storage requirements include adequate fill capacity for 500,000 barrels of aviation turbine fuel (JP-8 or Jet A-1). A minimum of two tanks interconnected and isolated from other facilities and product handled within the tank farm is required. All storage must be available at a single facility within 24 months of contract award. Jet A additive injection capability is required for outbound pipeline, rail tank cars, and tank truck shipments as grade JAA (Jet A with additives). The U.S. Government will be entitled to an estimated 800,000 barrels of total throughput for each twelve-month contract period. This procurement will be unrestricted under NAICS code 493190 (Other Warehouse and Storage) with a size standard of $27.5 million dollars in annual receipts. The Government anticipates awarding a firm fixed-price contract. The resultant contract will include a four-year base period of performance commencing at award, with a five-year option in accordance with (IAW) FAR 52.217-9. Additionally, an option not to exceed six months IAW FAR 52.217-8, will be included. This procurement will be solicited under full and open competition. The solicitation will be posted on or after November 20, 2019 and the Request for Proposal (RFP) will close about 45 days later. The solicitation will be published electronically on the Federal Business Opportunities website at www.fbo.gov . Interested companies responding to the solicitation will be required to register in the System for Award Management (SAM) and Wide Area Workflow (WAWF).
