The United States Government, represented by the United States Agency for International Development (USAID), intends to issue a solicitation (Request for Proposals) for warehouse and logistics services under an Indefinite Quantity Contract (IQC). The purpose of this RFP is to obtain warehouse services for USAID Title II Food Aid Pre-position program commodities. Such commodities will consist of packaged agricultural products to be used to respond to humanitarian emergencies worldwide, with an emphasis on the Horn of Africa. This RFP will seek proposals for warehouse services at one or more locations within each of the five regions specified below. Contractor will be required to provide warehouse space at the offered warehouse locations upon request by USAID. However, contractor need not maintain open warehouse space when not required by the USAID food aid program. Contractor will be required to have warehouse space available in any/all proposed warehouse locations at the request of USAID with 30-day notice. It is anticipated that two locations will be maintained throughout the duration of the contract, although USAID may require greater or fewer warehouse locations be opened as program requirements dictate. USAID anticipates one warehouse location in the United States Gulf Coast region; and one near the Horn of Africa with preference for Djibouti. Other proposed warehouse locations should be based on historical data of Food for Peace responses to emergency food aid requirements, which will be included in the RFP. Warehouses will be maintained on behalf of USAID for a required period of time. At the end of the required time period, USAID will request that the warehouse(s) services cease at that location.
