W--WEIGHT HANDLING EQUIPMENT AND RIGGING SUPPORT SERVICES, AND CIVIL ENGINEERING SUPPORT EQUIPMENT RENTAL SERVICES CONTRACT AT U.S. FLEET ACTIVITIES, SASEBO, JAPAN

This notice does NOT constitute a request for proposal. The intent of this notice is to notify potential offerors of the forthcoming solicitation for the requirement. This contract action is for services for which the Government intends to solicit and negotiate, if necessary, under the authority of FAR 15. The work includes, but is not limited to provide all labor, management, supervision, tools,material, and equipment required to perform Weight Handling Equipment (WHE) such as cranes, rigging support, and Civil Engineering Support Equipment (CESE) rental services. The NAICS Code for this procurement is 488999 All Other Support Activities for Transportation and the annual size standard is not to exceed ¥548,978,000/$4,990,709.09 ($1/ ¥110) per year. The solicitation will utilize source selection procedures which require offerors to submit a non-price proposal, past performance and experience information, and a price (or cost) proposal for evaluation by the Government. The contract term will be a base period of 3/1/16 - 2/28/17 plus four option years. Offeror must have an active registration in SAM (Systems for Award Management) in order to have a contract with the U.S. Government. Only the base period of the contract will offer a minimum guarantee. This contract will replace a contract for similar services awarded in 2011 for maximum value of ¥301,154,780 / $3,764,434.75 ($1/¥80) per year.
