Pre-solicitation Synopsis for the Layberthing of MARAD Vessels, ALTAIR and BELLATRIX PRE 693JF718B000003 This is a PRE-SOLICITATION SYNOPSIS; it is not a solicitation announcement; thus, this synopsis neither solicits for proposals nor bids and no contract will be awarded based on this synopsis. The purpose of this synopsis is to alert the public that the Maritime Administration (MARAD), which is an agency of the United States Department of Transportation, intends to procure layberthing services for MARAD's FSS-Class vessels, Altair and Bellatrix, in the Gulf Coast of the United States. The solicitation, which will be used for this procurement will be an Invitation for Bids (IFB) and it will be issued around February 24, 2018 ; the Solicitation number will be: 693JF718B000003 . The bid-opening date will be specified in the IFB. In addition, MARAD will utilize a Firm Fixed Price Contract for the above-mentioned procurement. This procurement will be set-aside for small businesses. The duration of the project will be one 12-month Base Period and four 12-month Option Periods or one 12-month Base Period and nine 12-month Option Periods. The appropriate NAICS code for this procurement is 488390. Please be strongly advised that Offerors must be registered in the System for Award Management (SAM) in order to be eligible to receive an award from any Government solicitation; SAM's website is as follows: http://www.sam.gov .
