The 65th Contracting Flight is issuing a firm fixed price solicitation to remove rubber and paint from the runway at Lajes Field, Azores, Portugal. The scope of work includes supplying all plant, labor, equipment, supervision and specified material to perform all operations required by the specifications, which includes, but is not limited to, the removal of rubber from the runway. The work also includes removal of paint from the runway. The performance period is 40 calendar days from notice to proceed. In accordance with AFFARS 5352.225-9004(a), offers may be submitted in US dollars or Euros. In accordance with FAR 36.204(c), the magnitude of this project is between $100,000 and $250,000. The Lowest Price Technically Acceptable (LPTA) approach will be utilized for this procurement. The North American Industry Classification System assigned to this acquisition is 488119. All responsible sources meeting the criteria set forth in the Request for Proposal (RFP) may submit an offer, which will be considered by the Government. The RFP package will be available for downloading and viewing in the Government Wide Point of Entry (GWPE) also known as Federal Business Opportunities (FedBizOps) (https://www.fbo.gov) on or about 31 May 2013. A pre-proposal conference/site visit will not be conducted for this solicitation. The RFP package will be available on the Internet only. There will be no hard copies of the solicitation issued. The solicitation specifications and drawings will not be provided in a printed paper format; however, the Government reserves the right to revert to paper medium when it is determined to be in the Government's best interest.
