Contractor to furnish all parts, labor, materials, equipment and transportation necessary to provide a Personal Alert Safety System (PASS) that meets the requirements of the Standard for PASS devices, NFPA 1982/1988 Edition, to be used by firefighters stationed at 914 Airlift Wing/CEF, 2250 Franklin Drive, Bldg 700, Niagara Falls Air Reserve Station, Niagara County, NY. The system should include one command terminal/receiver, 30 individual transmitters, and training in the use of the equipment. The command terminal/receiver and transmitters can be either stand-alone or incorporated into portable computers or radios to be provided by contractor with the PASS equipment. The NAICS code is 423850 with a small business standard of 100 employees. Registration in the Central Contractor Registration (CCR) is required (DFARS 252.204-7004). This will be a commercial purchase through a 100% Small Business Set-Aside solicitation; however, if sufficient competition is not obtained, it will revert to being full and open competition, automatically. Consistent with the requirements of FAR 5.203(a)& (h) - publicizing and response time, this proposed contract action shall be published in the Federal Business Opportunity 15 days before issuance of a solicitation.
