Assessing Progress in Reducing Child Labor in Cocoa Producing Areas of Côte d’Ivoire and Ghana

This Notice of Intent (NOI) is not a request for funding applications. Subject to the availability of funds, USDOL’s Bureau of International Labor Affairs (ILAB) intends to award, through a competitive and merit-based process, one or more cooperative agreements to organizations to conduct research on child labor in the cocoa sectors of Ghana and Côte d’Ivoire. The proposed objective of the research is to assess progress in reducing the worst forms of child labor (WFCL) in cocoa-producing areas of the two countries. The project will include the following three components: (1) a mapping of stakeholder interventions to reduce WFCL in the cocoa sector; (2) an assessment of the effectiveness of funded efforts in reducing WFCL; and (3) a survey of incidence of child labor in cocoa production in Côte d’Ivoire and Ghana in the 2018/19 growing season. The Employment and Training Administration (ETA)’s Office of Grants Management anticipates publishing the Funding Opportunity Announcement (FOA) before the end of September 2015 (this date is subject to change).
