Retrofit of Technical Insertion Common Console (TICC) Kits for the MH-60S helicopter

The Naval Air Systems Command intends to negotiate a sole source Firm Fixed Price (FFP) order under basic ordering agreement N00019-09-G-0005 with Lockheed Martin Mission Systems and Sensors (LM MS2), Owego, NY. The anticipated contract award will be to retrofit existing Technical Insertion Common Consoles (TICC) kits for the MH-60S Organic Airborne Mine Countermeasures (OAMCM) program with new connectors. The overall objectives of the OAMCM program are to design, fabricate, test and integrate a system for the employment of all Airborne Mine Countermeasures (AMCM) sensors to support the organic AMCM mission of the MH-60S helicopter. The estimated retrofit quantity is fourteen kits with work being performed in FY14 and FY15. This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304 (c)(1), as implemented by FAR Part 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." LM MS2 is the sole integrator of the MH-60 aircraft and is the only known source with the necessary knowledge, experience, expertise and proprietary technical data to successfully perform these tasks.
