The Naval Air Warfare Center Aircraft Division Lakehurst intends to procure the electronic Consolidated Automated Support System (eCASS) Fourth Generation Electro-Optics (EO4) subsystem. This effort was previously posted under PRESOLICITATION NUMBER N68335-17-R-0204; however, all postings from this point forward will be posted under Solicitation number N68335-19-R-0063. This synopsis announcement is cross-posted under both solicitation numbers. Solicitation N68335-19-R-0063 is intended to be issued as a full and open request for proposal (RFP). The objective of the EO4 program is to produce a modernized open architecture electro-optic subsystem to be hosted by the eCASS to support current and emerging electro-optic avionics testing requirements with improved sustainability and increased affordability to replace the aging Third-Generation Electro-Optical (EO3) subsystem. The contract is intended to be an Indefinite Delivery Indefinite Quantity (IDIQ) type contract with a combination of cost plus incentive fee, cost plus fixed fee, and cost-only CLINs. NAVAIR Lakehurst Contracts intends to award the contract, as described in the Statement of Work and Performance Specification, as a competitive procurement. Due to the nature of the supplies being acquired, the Government intends to award the contract to the Offeror whose proposal represents the best value to the Government. In order to determine the best value, the Government will consider strengths, weaknesses and risks associated with the proposal using the best value method of evaluation. The contract intends to award to the responsible Offeror whose proposal is determined to offer the best value to the Government. Contractors must be registered in System for Award Management. To ensure potential Offerors understand the work required, the Government is providing the Statement of Work (SOW) package (which includes the SOW, SOW Attachments, and Exhibits) to potential Offerors for review upon request; see below paragraph. Offerors are encouraged to review and submit all questions or comments regarding the SOW package in writing by 05 April 2019 to allow adequate time for review and response prior to solicitation. Any proprietary information provided in the comments or questions shall be marked or annotated accordingly.
