Notice of Intent to Sole Source a PerkinElmer BioQule NGS automated library prep instrument

The Centers for Disease Control and Prevention intends to award a SOLE SOURCE JUSTIFICATION for a firm fixed price purchase order to PerkinElmer Health Sciences. PerkinElmer Health Sciences will be responsible for providing a PerkinElmer BioQule NGS automated library prep instrument needed in the HIV Diagnostic team for the DHP Laboratory Branch . PerkinElmer is the manufacturer of the BioQule instrument that provides a self-contained, compatible operating system, and low throughput automated approach to next generation sequencing library preparation. It creates sequence libraries, quantifies, and normalizes libraries to loading concentrations for Illumina MiSeq and iSeq NGS analyses while significantly reducing laboratorian hands-on time to 15 minutes therefore reducing error and person to person variability. For the use as a HIV diagnostic assay for limited sample number preparation, this is the only option for a smooth transition from the current operating system, and for a low throughput instrument to support the needs in the HIV Diagnostic team for the DHP Laboratory Branch. The PerkinElmer BioQule instrument will also allow the lab to keep the consistency and continuity of the studies which had been built upon research with the previous system using PerkinElmers proprietary technology.There are no other vendors who can meet this requirements. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) and 10 U.S.C. 3406. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fifteen (15) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
