The Naval Research Laboratory (NRL) intends to enter into negotiations on the basis of other than Full and Open Competition in accordance with FAR 6.302-1 and 10U.S.C. 2304(c)(1); only one responsible source with Orbit Advance Technologies, Inc located at 506 Prudential Rd, Horsham, PA 19044-2309. The requirement is for a Near Field (NF) Measurement System including an Acquisition & Analysis Measurement Software fully compatible with NRL's existing FR959 Spectrum Antenna V6.0 platform.
