28 -- Evaluation of In-Flight Thrust for the FA-18EF / F414 Transonic Flying Qualities Investigation

The Naval Air Systems Command (NAVAIR) intends to procure on an other than full and open competition basis, the support for evaluationg In-Flight Thrust for the FA-18EF / F414 Transonic Flying Qualities Investigation . NAVAIR intends to negotiate with the General Electric Aircraft Engines (GEAE), located at 1000 Western Avenue, Lynn , MA 01910-0445. In accordance with FAR 6.302-1 NAVAIR intends to negotiate solely with GEAE pursuant to Title 10 U.S.C. 2304(c)(1), only one responsible source. GEAE is the original manufacturer and only known source possesing the requisite technical knowledge, specialized experience, capability, tooling and technical data necessary to fulfill the government’s requirement in the timeframe required.
