Intent to Award Sole Source Order for High Pressure Air and Nitrogen Reducing Manifolds

This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101 requiring the dissemination of information for proposed contract actions. This is a notice of intent to award a sole-source contract and is not a request for competitive proposals. The United States Navy's Military Sealift Command (MSC) intends to issue a sole-source, firm-fixed-price contract to VACCO Industries, Inc. for repair and/or refurbishment of High Pressure (HP) Air and Nitrogen Reducing Manifolds on the USS KEY WEST. VACCO Industries, Inc. is the Original Equipment Manufacturer (OEM) of these parts. The articles to be procured are complex and must meet critical operational and reliability requirements, the achievement of which requires unique production techniques and extensive and/or sophisticated testing, and the government has not yet acquired or developed the technical data. Therefore, it has been determined that it is in the best interest of the Government to have the OEM repair and/or refurbish HP Air and Nitrogen Reducing Manifolds. This procurement is being issued using the Simplified Acquisition Procedures, FAR Part 13. The authority for the sole source procurement is cited at FAR 13.106-1. This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a capability statement demonstrating the ability to provide the requested items or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received by Monday, 22 July 2013 at 5:00 p.m., local time, Guam. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. MSC will not be responsible for any costs incurred by interested parties in responding to this notice. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis.
