JSF Plug Adapters

THIS PRE-SOLICITATION IS POSTED under the correct solicitation number N68335-19-Q-0377, formally posted under N68335-19-Q-0399 with a response date of 06 AUG 2019. This post will archive 15 days after the original post, i.e. 21 AUG 2019. The Naval Air Warfare Center Aircraft Division, Lakehurst, intends to solicit on a sole-source basis to AviBank Manufacturing, Inc. for Plug Adapter, P/N: 91465-23T, Plug Adapter, P/N: 91707-3T, in support of the JSF Program. Lakehurst NAVAIR has to use this brand name only Plug Adapters due to being previously designed and purchased by the JSF program at the squadron level. Using another Plug Adapter would require training/re-training for the maintenance personnel in the type of tools for each task resulting in delays in performance of the required maintenance, which would negatively affect the warfighter NAVAIR intends to procure under the authority of 10 USC 2304 (C) (1), as implemented in FAR 6.302-1. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Information provided herein is subject to change and in no way binds the Government to solicit or award a contract. This notice of intent is for informational purposes only, and not a request for competitive proposals. However, if a party believes they can provide this support, they may submit a quote, along with a statement that demonstrates the vendor's technical ability to satisfy the stated requirements, prior to the closing of this announcement, which shall be considered by NAWC-AD LKE. The Government will not pay for any responses in regards to this notice.
