The Naval Surface Warfare Center, Carderock Division (NSWCCD) intends to negotiate on a sole source basis with Scot Forge Company, 8001 Winn Road, Spring Grove, IL 60081-9687 for the manufacture of a 20,000 to 30,000 pound nickel aluminum bronze forging prototype. The proposed procurement is for the manufacture of a 20,000 to 30,000 pound tubular flanged nickel aluminum bronze forging prototype with superior properties (Min. 40KSI yield and 15% elongation) and soundness (UT, PT, Grain Flow and Reduction) for a submarine application evaluated under a Government test and evaluation program. The objective of this effort is to prove and demonstrate the manufacturability and secure statistical assessment of mechanical properties for use in the final design. The solicitation is expected to result in a Firm Fixed Price (FFP) type contract. The applicable North American Industry Classification System (NAICS) Code for this requirement is 332112. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received prior to the closing date will be considered by the Government. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that prospective awardees must be registered in the CCR database prior to award, during performance, and through final payment of any contract resulting from the RF, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the CCR database will make a contractor ineligible for award.
